Boris Nicolayevitch Yeltsin , in Russian: ? Борис Николаевич Ельцин 3 (Sverdlovsk, February 1, 1931 – Moscow, April 23, 2007) was the first president of Russia after the Soviet Union’s economic collapse. Yeltsin was also the first leader of an independent Russia after Tsar Nicholas II. His years as a senator and leader of the opposition in the Supreme Soviet are remembered with glory, but his government, remembered with frustration over high expectations, was marked in history by failed political and economic reforms and by social chaos.
Yeltsin was responsible for transforming Russia’s socialist economy into a market economy, implementing so-called “shock therapy” with privatization and economic liberalization programs. Thanks to the means by which this process was conducted, a large part of the national wealth fell into the hands of a small group of millionaires, who would be known as “Russian oligarchs” . The Yeltsin era was marked by excessive corruption and widespread inflation, economic collapse and enormous political and social problems that affected Russia and the other republics of the Soviet Union. Alexander Rutskoi, an opponent of Yeltsin, denounced the opponents’ reforms as an “economic genocide.” 5
He is remembered mainly for his various political, social and economic reforms of Russia, the various embarrassing situations arising from his alcoholism and his role as leader of the opposition, being one of the most notable politicians in favor of the independence of Russia, a republic then controlled by the Soviet Union.
One of the most memorable events of his rule was the 1993 Constitutional Crisis. The Russian Legislature opposed the neoliberal reforms imposed by Yeltsin and became a hindrance to the president. On 21 September, Yeltsin dissolves the revolting parliament and announces the impeachment of Yeltsin, proclaiming Alexander Rutskoi, head of parliament, as the new president. The parliament gains support from the people, who goes on to protest against the government of Yeltsin. The following month, the situation intensified, and Iselin ordered the White House, the seat of the Supreme Soviet, to be invaded, ending with the explosion of the building resulting in the deaths of 187 people and imprisonment of the opposition leaders. Yeltsin would then temporarily banish the Russian opposition and annul the Soviet Constitution of 1978, establishing a new constitution, enabling the continuation of its economic reforms. According to the old constitution, annulled by Yeltsin:
The powers of the President of the Russian Socialist Soviet Federative Republic can not be used to change national and state organizations of the Russian Socialist Soviet Socialist Republic, dissolve or interfere in the functioning of any elected body of state power. In this case, your powers cease immediately.
The annulment of the above article would profoundly alter the Russian political environment, which would emerge from a parliamentary system of balanced powers to radically enter into a semi-presidential regime under the strong influence of the Executive.
Boris Yeltsin was married to Naina Yeltsina, with whom he had two daughters, Elena and Tatiana, born in 1957 and 1958, respectively. The body of Yeltsin rests in the famous Novodevitchi cemetery, unlike the other Russian leaders, buried in the wall of the Kremlin.
